My soundcard is non-functional. It has a driver/hardware problem.

Or so you think. It could still be functioning in a weird way. Have you gone to "Device Manager" and totally removed this card?If you get sound with the external card unplugged there are a couple reasons:
1.The internal card is still working to some degree

John I think you are right. I think my internal sound card must be working to some degree.
How else could I hear sound when my external USB sound card isn't plugged in?

But this is what I get when I click on Control Panel/Sounds/Hardware
and then Realtek AC'97 audio (my internal soundcard)
It says:

Device Properties:
Device Status: This device cannot start (Code 10)
This sound card is the only device listed under Audio Devices in Multimedia devices.

Every once in a blue moon when I start my computer (weeks/months) the driver for my sound card will load properly and I will see the Realtek icon and mixer available for tweaking, in the task bar.

Perhaps the rest of the time the sound card is able to use Windows' default sound drivers?

No I haven't totally removed the card in Device Manager for quite some time. A long time ago when I was trying to troubleshoot it, I did.
