Do you have the latest updates for RB?
What you describe sounds like the program is trying to build the realtracks list. It needs to do this once per session, and may take a minute on some systems.
Another possibility is the program has a popup window opening that is getting hidden or 'stuck' behind another window. Do you have other windows open when this happens? You could try minimizing and remaximizing the window.
Does the title bar at the top say (not responding) ?
One good clue is if you try to ctrl-alt-delete and bring up task manager, does that report that the program is waiting for a response from you? If so that is likely a hidden window issue. I found IE8 can cause this issue if it is open, but support couldn't duplicate that.
