Assuming you are talking about editable notation, there are three buttons in editable notation to select from. The first allows you to scroll the score, but not make changes. The second allows you to enter and edit individual notes. The third allows you to adjust velocity and duration by adjust the lengths of the blue lines.

Make sure you have selected the middle (or last) button to be able to enter notes.
