You have to think of the dots as "all instruments except". So when you type Bb..b, that means for all instruments to do a shot on the Bb chord except for the bass, which will just play regularly.

So, again, like Matt said, I would mute everything except the bass in bars 1 through 8, and then just set the chords for a shot Bb.. (no "b" after it). All instruments will then play a shot, except they're all muted but the bass, so you just end up with the bass doing the shot.

Then set the instruments to be unmuted at bar 9.
