You are limited to four chords per measure, be they shots or not. The four chords are limited to one per beat. If I understand your request, you want chords on the first four eighth notes of a measure (1 & 2 &), with nothing on the last four. Pushes will not solve this.

One workaround would be to try Edit, Expand the Durations by 2. You might have to find a different style that works, and adjust the tempo, but then the chords on each beat on one measure, with nothing in the second measure, will simulate what you want.

You should also check out the Expanded styles by forum contributor Notes Norton at Nortonmusic.com. He created Expanded styles as a workaround for this problem.
