I use IMGBURN (free) to create the ISO images. It handles both CDs and DVDs.

I use MagicDisk (from MagicISO) to mount the ISO's. I purchased MagicISO, but MagicDisk is free. I just right click on the ISO file and mount it as a drive letter. I use MagicDisk because it mounts Nero .NRG files, which I use to create images of my audio CDs, You can't create an ISO image of audio CDs, but MagicDisk reads the Nero proprietary format for audio CD images.
