This is was PG Music mean by "section paragraphs" as far as I'm aware. They help to layout the music in chord view so that it's easy to see the sections.

Part markers are more then a way to arrange the visual layout. The Midi Styles will react to a change in part marker. The drums will always lay down a fill in the bar just prior to the part marker (even if it is an part A to an part A). If avalable in the style the bass and piano will change it up, usually from a relaxed to a busier feel when you go from part A - part B. There are also some three part styles which change from A to B to C.
Oh and they do change the way the arrangement views.
