No - that is not the case - there is no ideal frequency curve for voice - if so, most voices would sound quite the same, male and female - and this of course is not the case.

Referring to the Har-Bal program; that program gives one the ability to measure the frequency curve of one song, and apply it to another. This can work but it is not a magic fairy dust that one sprinkles onto a song.

There ARE peaks to avoid. Most mastering software will have some presets which will help in this regard, but the key is still listening to your recordings and following good recording practice; on top of having good vocal technique.
