Living just on the other side of the Hudson River from the Catskill Mountains, I can vouch for Wayne's very sad story.

The rain in the center of the Catskills during Irene was over 14" in a very short time, and whole towns are now gone, like Windham and Prattsville NY. My wife and I have many musician acquaintances now going without. Two guys in my band had some damage to their homes and were without power for a week, and they consider themselves fortunate. There are lots of benefit concerts, but that cannot make up for the damage.

Then, a week later as Wayne said, more rain hit the same over-saturated area. It's not like these places were all in flood plains, either; some people had no idea there could be a flood where they lived, so they were unprepared (and uninsured).
