That volume change is inserted wherever the cursor is as a default. Not the highlited section. You would insert a change at beginning of section to lower (pay attention to the timing location in the popup) and another at end to raise it again
Or use 'gain change' on the highlited section instead if an audio track.
I do not work here, but the benefits are still awesome
