Specific instruments in the fill, no. But some variation, yes.

There is a difference between part markers within a section of the same part, and markers that change to another part. The 'strongest' fills occur when you change from a B section to an A section. The 'weakest' fills are A part markers within an A section. In between are the B fills in a B section, and changing from A to B.

While I think what I have described is generally true for MIDI drums, I won't promise it holds for all Real Drum styles, because they depend on what the player decided to play, but it does seem to be true in the jazz styles I use. Experiment.
