You can do off chord beats using the "push" feature. The "push feature lets you take one of those chord and push it ahead (as in play sooner) by either 1/16 or 1/8 note. However, you can't have more than 4 different chords in any one measure (or more than 2 chords in a cell). Use a caret ^ in front of a chord name to push by 1/8 note and use a double caret ^^ in front of a chord name to push by 1/16 note.

So, to do what you wanted:

G : G# A Bb | Bb
1-2 3 3n 4n |

and since the Bb carries over to the next measure, you would enter:

G : G# ,^A | ^Bb

The last Bb play on the 4n beat of the previous bar.

However, if the chord in the 2nd bar were different, you couldn't do what you wanted. You would have to eliminate a chord somewhere.
