in RB you should be able to do this:

1) determine the BPM you want the song to have

2) double that BPM and lay down the track where you need this structure by itself. Play 6 beats of A one beat of F# and one beat of E
|A A|A A|A A|F# E| (you'll have to generate this track while the BPM is still doubled)

3) Once the chords are established, reduce the BPM by half, and trim your chords to
A/A/A/E and generate the rest of your tracks

Unless you regenerate all tracks, the chords should appear to change appropriately and have twice as many chord change opportunities.

Or not.
How well this works depends on the timing of the track used for chords. This is a case where making a custom style comes in handy, because you can enter the notes such that the timing still sounds right when you slow the song down.
