Songs load the FX they are saved with as far as I know.
Saving your settings a $options.seq will allow you to have RB load them as default, but if you then open a song it uses the FX the song had, unless you use 'import' instead of 'Open'.
If you have a bunch of existing seq files, I'd use 'Save Group' in the FX section, then you can quickly Load Group in the rest of the files.
If they are wav files, just set it up once and use 'audio - import audio'
