Hi Glen,
As you've noted, the part markers determine fills. As far as I'm aware, it's not possible to have part markers start a new line for part of the song and not start a new line for part of the song: it's one or the other.
Have you investigated Realband? I use this when I want to customize fills because I can copy and paste sounds from one location in the drum track to other locations. It's also possible to add a part marker in Realband and then exclusively regenerate the bar before the part marker on the drum track alone.
