it has been since about 2008. Look for a mid year 2012.5 release sometime around June... usually prices are reduced for about a month when a new update is announced.
This is not guaranteed, it's just an observation about what has happened in recent years.
Percent of discount varies with the package you're buying and the version from which you are upgrading.
In other words, if you upgrade from 2012 megapak to 2012.5 megapak, the price will be a lot less than if you upgrade to 2012.5 audiophile from 2008 megapak. Until we see the price list, nobody can answer that question with empirical accuracy.
However, people with a better memory than mine could probably offer a "ballpark" figure
