Welcome to the forum.
If this happens the first time after an install or an update, it's normal.
If you are getting it every time you change styles, it is not normal and yes, there are some threads here about that. I recall the solution had something to do with turning off the UAC (User Account Control) in Windows Vista or Windows 7. You could also try running BBW.EXE with administrator rights.
I will try to find a thread or FAQ with the info you need. In the meantime, try what I said and also let us know what OS you have, and what version of BIAB. Also tell us, are you running this from an external drive, or did you do an install to your internal hard drive? And if you did install to your internal hard drive, did you put it in Program Files (that has problems)?
EDIT: while I was typing, I see Paul agrees about the UAC.
