Well it would seem that you have one license for BIAB, which you upgraded from 2008.5 to 2009, the notion being you upgraded, not that you bought a new license. I assume that if I purchased it from you and then registered it with PGMusic, that it should only show that either you or I have the right to that license, and not both. It may or may not be the case that PGMusic tracks it that closely, but it seems fairly clear that the intention of an upgrade is not get generated a new full copy, but rather to just that, upgrade your currently owned copy.

If you think about it, your approach would suggest that because up have upgraded 5 times that I could sell my four older copies to people who could upgrade and do the same, very quickly one original purchase can be spawned into a very large number of copies.

Well that is my opinion, but you might check it out with PGMusic support to get theirs.
