I have, say, a 16 bar tune and want 1-8 to loop twice, then have 9 - 16 loop twice, then have 1 - 16 play through one more time with no looping.
How can I do this?

Will I be able to then save this "arrangement" to play back later?

I did a search in forums for "looping" and checked posts but no answer specifically.
I also tried to follow the User Guide but so far no luck.

I may be missing your point, but what you describe is not "looping" it is "intros, endings and repeats". Loops are short audio phrases generally 1 to 2 bars long which can be set to play over and over. You seem to be describion and entire song arrangement with parts (verse, chorus, bridge...). BIAB handles arranging a bit differenclty then your standard composing with the parts mentioned. Do I have that right?

So if we ain't talking loops what you want to do is certainly possible in a couple ways, one easy and one hard. Let me know if this is what you are looking for. And check out "endings", "intros" and "repeats" in the help index.
