Those numbers represent decibels. If you pull one of the sliders in the EQ down all the way, you're reducing the level of that frequency band by 18db.

In the RTA, if a signal peaks at -10, that means that there's 10 decibles of headroom. This means that you could turn it up by 10db before the signal reaches 0db, at which point it'll start to clip, which sounds awful.
