I don't know if this is still true, but I think the pay-as-you-go phones connect to whatever carrier is around.

If you are talking about choosing one of the four major carriers and you want the best reception and data speed, in most major cities except California, AT&T seems to be better. In rural areas, Verizon is likely to work in more places. Exceptions to this abound, of course.
