Yes, it does that on my system too. Haven't been able to wipe the whole splash screen out I guess it's a sign that your system is 'fast' if you can't erase it all.

The splash screen is a special screen that is getting written before the program's main windows are initialized, so that's why it doesn't get redrawn, the program is busy starting up, reading config files etc., so no redraw of the splash screen gets to happen.
