Are you using a midi file as a melody? I usually import a midi file, then enter my chords around it. Sometimes I miss a bar, (or cut and paste incorrectly). If you have a melody track laid out and you have a missing bar somewhere, you can copy and paste the chord structure one whole measure to the correct position, then enter the chords you need in the original bar. If you insert a bar, you also create an additional bar in the melody.
But if you are creating the melody as you go, I guess using the insert bar function is your best bet.
