If it helps, anything filmed by the US Government is automatically in the public domain. That only applies to the US Gov., though.
When I find something I like on Youtube, I email the person and ask if I can use some of the clip and then give the time range(s) of the section(s). Sometimes people say "no" but most people don't seem to mind. You might also set up the video as private and send them the URL so that they can see it and either approve or disapprove it before you make it public.
