I would be surprised if the hardware outran the CPU.
Just ain't normal.

Task Manager should yield clues if so. Is the processor overloaded, or working in bursts?
Short bursts are normal; that means the CPU is waiting on data, then processing it fast as it needs to, then waiting again

It's usually somewhere in the path. If you see those bursts, the processor is waiting for data (from the path).
If CPU stays above 50% all the time, you may be right, but that is very uncommon.

Data transfer rate can mean many things. Transferred from where to where? And measured from where?
