You're looking for a stereo tremolo. This panning effect was quite popular in the mid 1970s and later. I remember being struck by it on James Taylor's album JT, along with the then-new Aphex Aural Exciter.
I don't use Power Tracks, so I can't answer your question specifically. If there is nothing within PT, look for it as a plugin. In some programs it is possible to automate panning by drawing a triangle wave in the appropriate lane but, again, I don't know whether this is available within PT.
Also, if no one has done this already, I'd like to welcome you to the PG community. Please consider sharing your project once complete--you've got me curious.
