When I have any doubt about an email notice..... especially if it's from a bank I use or a phone company, or anything else that I do use..... I either call them from the number on my last statement or I log in with my account, NOT with the link in the notice.
I never log in from the notice and have warned my children to be smart about that too. Don't let the so called "Notice that your account has been suspended"...fool you or that the phone bill reflects a $10,456.98 charge for long distance.....
it's a scam.
