The 85 in your example is the optimum tempo for the Style or for the RealTrack(s). It doesn't mean that it won't work with other tempos, but it would be best used in a song in that tempo range.
When Matt said "No" to your question, he was simply referring to the "Ev" part of your question. That indeed has nothing to do with tempo.
