A part marker that is a color change from the prior measure will usually cause a fill to sound more "active". Even if you don't want to change 'A' style to 'B', adding this colorful solution (mentioned by Matt) makes it happen. What to remember - Change the color on the measure you want a fill leading into (ie if you want the fill to be actually in measure 23 leading into 24, change the color on measure 24) You can make two or three measures in a row the same color; the generated track will have fills leading into each colored measure but the feel will not change if the same color is selected again (see above). So a color 'change' is not necessary, just a color selection.
