In most DAW's (I use Sonar X1) the FX are able to be automated. So you are able to use a midi envelope assigned to the FX control to change the functions/levels during a certain part of the track.

I don't often use automation on FX. I would probably opt to split that clip out to a new track set up identical to the original track and apply the FX to that clip's track fx bin, and let it roll. Path of least resistance and the quickest way.

I don't know if RB supports automation of the FX or not.
