I'd suggest renaming the original file before putting another copy in the folder. That way you don't overwrite it and retain a backup.
IIRC the .bin file didn't need to be dealt with in prior releases. Changing the .ini file triggered it to rebuild (which seems to have worked for you).
Anyway, I remembered how it first worked when originally implemented, posted what my testing showed, and it has helped a couple other long time users. I did indeed have to rename the .bin file to make it work. I tried it the same as you did first, without success.
Apparently others are experiencing this also. :shrug:
