The DPC Latency Checker works fine in Windows 8. The baseline is wrong (best you can do is 1000+ in the yellow) but it still identifies spikes. Spikes can easily occur from badly written drivers. Wireless networking is a prime target to check but spikes can be associated with other devices. It is a free utility and it does no harm to take a moment to rule out bad drivers. If the DPC checker says things are fine, then you look elsewhere for the cause of the audio stuttering. In some software, look for buffer settings to adjust.
