VST's are often installed in the Steinberg Folder, but not always. The typical location is
C:\Program Files (x86)\Steinberg\VstPlugIns\

Creating a \Program Files (x86)\ folder on a drive other than C: drive is not likely to do anything, unless the program knows to go and look there instead, which is not likely.

I suggest to install VST's on the C: drive, using the locations recommended by the install program or accompanying documentation - unless specifically advised otherwise.

Keep it standard is likely to be more successful.
