Just a thought here.

After waking your Mac from sleep one of those two audio applications may have changed your computer's audio settings to a sample rate that is too high for GarageBand and/or Reaper to use. Your system alert sounds and iTunes may still work but other applications may have no sound. Have you tried to play iTunes ?

Now, I don't know which of those two applications would have changed your sample rate settings if in fact the sample rates were changed.

Try this: Open /Applications -> Utilities -> Audio MIDI Setup and check that your output settings are 44100.0 Hz. or even reset the output settings to 441000. Hz. Now try playing GarageBand or Reaper to hear the audio playback.

Does this problem occur in other audio applications you may have ?

Also what happens if you quit those applications and re-launch them ?

Personally I have found that allowing my computer to sleep has been a huge pain in the studio. However that is my personal choice.
