Try a new blank track. My guess is that track is set to be a BB track (blue in RB) and follows the Song Generation settings.
Either that or select Track - Make all BB tracks regular tracks. Then you can control them like you are trying.
However 'auto generate' features are affected, sometimes adversely as you may be noticing. If that is the issue.
This happens when opening a BiaB file in RB .. it brings in whatever BB settings it can.
Better yet, instead of the chord window, use the From-Thru box in RB as the definitive setting. On my system this prompts different behavior, more like you expected.
