So I have gone through all the suggestions above - there are 32 bit versions of each file and they are installed in programs(x86)/Steinberg/VST plug ins.
I have confirmed that the license is there in the appropriate folder.

So I loaded up a version of Sonar LE (I only use RB as my DAW) and tried to open the plugins. The message I got was that Wave Shell-VST 9.2.dll was not a 32 bit version.

This is a bundle of 6 plug ins (all with 32 bit .dll files) - it comes with something called a wave shell - the wave shell application is the only one that does not appear to have a 32 bit version - there is no 32 bit folder and no win32 in the name.

I emailed waves asking about this and their only response was they don't support Sonar LE either.

I will see PG support has any ideas.
