I think, if you save the song before you exit, after having edited it, the volume setting it had last will be restored in the new session.
I don't often mess with the volume setting master in BB. It would seem reasonable that ALL settings are saved when you click "save". I would certainly hope so.
I seem to recall this happening after having saved an edited song, which I was working on at a lower volume the night before.

The magic you are looking for is in the work you are avoiding.
At first glance this seems to do the trick. When I load a song it loads with all volumes set for zero, it seems. Then you adjust the volumes where you like them and it looks as though that's where they will load up next time. We'll see.
Haven't figured it all out, but the answer is in there somewhere, so, thanks a lot, Ron.
