Unless you plan to sell the laptop, there's no need to remove BiaB or deactivate it.
I have a laptop with my older BB on it and it comes in handy every so often.
Simply install the BB version on the new desktop and if it requires an activation code..... enter the code and get it going. You are allowed to have multiple copies on computers that you personally own and control.
I don't recall the older (2013 and back) requiring an activation code.
