Just checked the preferences. There is a check box for MIDI that states: "Normalize MIDI velocities to ... { }" <== insert a number up to 127 in the box. It defaults to 70 in the MAC version.

You can insert the velocity you want ALL notes to be written out to in the MIDI tracks. 'Course, then you have take the time to edit the velocities in your DAW, although most DAW's have a "humanize" function that adjusts timing and, in some cases, velocity.
