I've seen Windows system allocate drive letters as you say but I've also seen automatic allocations of E as the secondary drive and X, Y & Z reserved for network drives.

It may have something to do with what edition (home, pro, media, etc.) is used with pro editions following one convention and home editions another convention. I don't know. It seems like Windows had multiple rules and conventions. crazy
