I'm not going to be much help here right now but:

for grins I installed Jbridge 1.7b3 and cranked up ST3.3 and used it via both BIAB and RB and never touched any latency settings and had no "distortion" or garbling.

But before anything else, try resetting BIAB to factory settings, then make sure you are using Jbridge version 1.7b3 (beta version) not the 1.65C version, and that you have current ST 3.3 (as well as ST's Sound Library update to 3.3)

Next if still have garbled sounds we'll need a lot more details
- what kind of machine, how much memory, soundcard, OS version,

- as well as what is this "MIDI latency" setting you have adjusted, which menu/where (Opts>MIDI/Audio; or the VSTi Plugins pull down; or where?)

Surely we can get you up and running in ST 2 as well - what exactly is issue(s) you are having? and please remember to use ONLY the VSTi version of ST 2, that seems to eliminate a lot of ST issues in BIAB (or did in v2013 and 2014)
