You can do it, as follows.
If you want to transpose bar 12-15 from C to Eb.
1. Transpose the whole song from C to Eb.
2. Copy bars 12 to 15 to the clipboard
3. Transpose the song back to C (or Edit-Endo)
4. Paste the chords back to 12 to 15 .. those will be from the key of Eb.
