Definitely RB is far more powerful. You could start with either. For simplicity, I generally start in BB, then once I've got the basic framework for a song (mainly the Style and basic arrangement), I import into RB, save as a SEQ file (RB native format), and continue from there.

A good few users are wary of RB, probably only because they haven't used it and don't know what it can do. Maybe they are concerned about the learning curve.

There are many discussions on why RB is the better tool, it is far more versatile, and is frankly not a difficult DAW to use.
