In RB the MME drivers default to 2 second delay (latency). This is to account for performance on most off the shelf systems.
Latency is inherent in MME but sometimes can be vastly reduced by reducing the 2000 MS buffer setting in the Prefs-Audio tab. YMMV.

As mentioned, a good ASIO driver will often perform better and default to lower settings to begin with.
Not speaking for Herb, but if I recall he uses Focusrite ..
