if you mean the VSTi selected in "Opt -> MIDI/audio driver setup -> VSTi/DXi Synth Settings"

then you are correct. That one is more a user initial "default" set a synth, and that one does indeed have to be closed to get out of the opt/preferences menus

However, if you use the one in the "toolbar" under instruments - it should stay open until you close it?
