Marcus, the feature you are looking for is called "Compressed Rests" in some music software. Finale calls it "Multimeasure Rest".

Musescore is still the only notation program, to my knowledge, that reads BIAB SGU and MGU files directly, as Noel said. I've found it a bit buggy but it may do the job for you. Interestingly, from Musescore, you can then save a file as Music XML and take that into one of the more standard notation programs like Finale or Sibelius. Doing so preserves the chord information throughout. Problem is, it's still pretty buggy to do this. Someday...
