This is a feature, not a bug.

When you use the single period with the intent to cut off an instrument, it must be a different chord than the held chord preceding it.

I recall this coming up nearly twenty years ago. Not sure if it's documented anywhere.

Try your test again but with D. in the second bar, and not C. and you will see it works to cut off the strings etc. All you have to do is change the chord. As it is rested, it doesn't matter what chord you choose since you won't hear it. However, if you want the instruments to hold through, use the same chord as the preceding one.

Note that you can keep the same root if you like, as long as the chord is different somehow. For example, hold a CMaj7 chord, then put C. in the next bar and it will stop the strings.
