No, it's not normal, should be in real time.

Is it Real Band CPU or Total CPU that spikes to 80%?

If Real Band CPU is low and Total CPU is high, then it's more than likely something external. Start Task Manager, select Processes tab, sort by CPU and monitor what might be using high CPU time.
