True... Movie maker is just about the most basic stripped down video maker out there... I recommended it to Carolyn exactly for that reason. She mentioned that she wants to make a slide show, and for that purpose, Movie Maker is "functional enough"

Plus, the fact that it's free and she probably already has it gives her the chance to wrap her head around the idea before she drops any cash.

And the basic concepts in movie maker are the same as in other video programs, so time spent learning it wouldn't be wasted if she gets comfortable, want more functionality, and decides to pony up for a better program.

Its been my personal experience that starting the learning curve on a program with lots of features and possibilities can be so overwhelming that I give up. Again, speaking only for myself, simple is the way to start.
