Sorry I misinterpreted your original post, Steve. I missed the "paying for a thousand"; my brain read "paying a thousand".

But it looks like problem solved. You can get as few as 25. If you do fewer than 25, you still have to pay for 25, but it's a lot easier and more affordable than it used to be. Harry Fox, I think, finally realized that there are folks out there self-producing small quantities, and I suspect were blowing off the licensing because it was prohibitive. This allows small producers to affordably license the music they use, and provide the artists with their royalties.
